Competitive Poland 2020. Deregulation and innovativeness

Many countries, having achieved the level of development not much higher than Poland enjoys today, experienced a sharp slowdown in growth and their convergence either halted or even reversed. The reason for this has usually been attributed to institutional weakness that hindered the identification of local, country-specific developmental barriers. These hurdles precluded the transition from competing using low labor costs (the imitation stage) to competing through market differentiation (the innovation stage).
