The influx of millions of people fleeing the war triggered by Russia’s aggression against Ukraine was met in Poland by an unprecedented grassroots movement of spontaneous social support for those fleeing the war. This has allowed mainly mothers with children who left Ukraine to become accustomed to our country, while providing those fighting for the survival of their country with the feeling that their loved ones are safe – far from the front line. There are four main stakeholders involved in helping people fleeing the war in Ukraine to form a support network. These are: (i) non-governmental organisations; (ii) grassroots civil society initiatives; (iii) local governments; and (iv) government institutions.

The report has been prepared by the WiseEuropa Foundation in cooperation with a broad team of researchers. The planned publication date of the report is the end of May/beginning of June. The report focuses on actions which will lead Poland and the Ukrainian citizens staying with us through the process of ‘soft integration’ and building the foundations of their ‘hard integration’ in the future. The aim of the report is to present measures which, on the one hand, will integrate refugees into the everyday life of Polish society in the short term and, on the other hand, will leave them free to decide about where they want to live when the war is over. Poland is (and will remain) open to them, but at the same time it will be understandable if sooner or later many of them return to their homeland. In our opinion, the numbers of refugees who choose one path rather than the other will depend on how the situation develops in the short term. The migration crisis that Poland currently faces is, after the political and economic transformation of the late 1980s and early 1990s, the greatest challenge of the last few decades. It requires the preparation of a comprehensive and coherent plan for the management of individual public policies by the government, local governments, NGOs and grassroots social initiatives. Only such an approach will allow us to deal with the challenges and seize the opportunities Ukraine and Poland may have. The upcoming WiseEurope report aims to bring together the necessary actions to be taken and place them in time and space. Consequently, it is to be a key voice in the debate on the model and principles of reaction of the state to this unprecedented situation. It is also intended to be helpful in planning for the aftermath of the war so that the resources needed for the reconstruction of Ukraine are properly distributed and used.
Мільйони українських біженців, які тікають до Польщі від російської агресії, викликали безпрецедентне бажання поль- ського суспільства допомогти постраждалим від війни. Це дало можливість комфортного та безпечного перебування в Польщі передусім жінок із дітьми, що одночасно дає тим, хто бореться за звільнення України, почуття того, що їх рідні у безпеці. До допомоги залучені передусім чотири зацікавлені сторони, які формують мережу підтримки українським біженцям. До них належать неурядові організації, низові ініціативи громадянського суспільства, органи місцевого самоврядування та державні установи. WiseEuropa у співпраці з потужною командою дослідників, у тому числі – з Варшавського університету, Варшавської школи економіки та Університету соціальних і гуманітарних наук – підготувала звіт, публікація якого запланована на кінець травня – початок червня. Звіт зосереджується на дільності Польщі, скерованій до українських громадян, які проходять процес «м’якої інтеграції», та створення основ для їх «жорсткої інтеграції» в майбутньому. В основі звіту – презентація діяльності, що, з одного боку, включатиме біженців у повсякденне життя польського суспільства в короткостроковій перспективі, а з іншого, дасть їм повну свободу вирішувати, де вони хочуть функціонувати після закінчення війни.
