WiseEuropa starts new evaluation projects

WiseEuropa has started realization of two evaluation projects for the Ministry of Economic Development and the Marshal Office for the Wielkopolska Region.

Both projects will employ a macroeconomic model DSGE VESPA, created in WiseEuropa under the scientific leadership of Dr Maciej Bukowski, its President of the Management Board. Since the beginning of the year, WiseEuropa has been intensively developing its evaluation competence under the project Social Research and Evaluation, which is managed by Olga Mazurowska.

“The impact of cohesion policy for 2007 – 2013 on the competitiveness of enterprises and the development of entrepreneurship in Poland” is an evaluation project that is conducted by WiseEuropa for the Ministry of Economic Development. The aim of the project is to evaluate the impact of public intervention under the cohesion policy for 2007-2013, particularly of such operational programmes as:

  • The Innovative Economy Operational Programme (European Regional Development Fund),
  • The Human Capital Operational Programme (European Social Fund),
  • The Development of Eastern Poland Operational Programme (ERDF),
  • 16 Regional Operational Programmes (ERDF).

WiseEuropa has also begun the ex post assessment of Wielkopolska Regional Operational Programme (WRPO) for 2007 – 2013, commissioned by the Marshal Office for the Wielkopolska Region. WiseEuropa implements this project as a partner in a consortium with Evalu. The aim of the project is to identify and analyse the impact of WRPO for 2007 – 2013, as well as to assess the influence of this intervention on the socio-economic situation of the region. In the course of the evaluation, the identified impact will be assessed in terms of achieving the Programme’s goals, sustainability and cost-efficiency of the undertaken intervention, as well as its usefulness and effectiveness. WiseEuropa will be responsible for conducting macroeconomic analysis with the aid of VESPA model.

As in the case of project evaluation carried out for the Ministry of Development, this project has also been allocated to consortium members in the open public tender. The completion of the assessment of Wielkopolska Regional Operational Programme for 2007 – 2013 is scheduled for the end of 2017.

Vespa Model and evaluation competence

VESPA model, i.e. the model for Verifiable European Structural Policy Assessment, is a tool developed by WiseEuropa, created specifically for multidimensional assessment of the impact of intervention under the EU’s structural policy. The model embodies the mutually dependent behaviours of households and firms that are connected through the labour, the capital and the consumer markets. It also takes into account the influence of international environment, and allows to conduct an analysis at the national and regional levels.

So far, WiseEuropa has executed evaluation projects for, inter alia, The Marshal Offices of Warmia and Mazury, and Śląskie Regions, as well as, at the national level, for the European Commission and the Ministry of Infrastructure and Development. Olga Mazurowska’s tasks include, among others, further development of organization’s evaluative competence.
